Personal licence study pack: revision for the exam, on your phone

£22.50 a place, the whole price

This is PHW training with a certificate of completion. It is not an accredited qualification, so it is for you to decide whether it is enough for your business.

Fourteen lessons that cover the 13 topic areas of the personal licence exam, with 112 practice questions of PHW's own and a practice test of the same length and pass mark as the real exam, 40 questions and 70 percent. It covers England and Wales. This pack is the revision. The exam itself is booked and sat separately with an approved centre. The GOV.UK list of awarding organisations is at gov.uk/government/publications/accredited-personal-licence-qualification-providers. The last lesson takes you through booking step by step, what exams cost as published and how to apply to the council afterwards.

About 56 minutes on a phone, tablet or computer. Test marked by the system.

What gets asked for. Every alcohol sale in a licensed pub or shop has to be made or authorised by someone with a personal licence, and the premises supervisor has to hold one. Without that, alcohol cannot be sold.

How this pack works

This pack is revision for the personal licence exam. It covers England and Wales. The exam itself is booked and sat with an approved centre, and the last lesson explains how to find one and book it.

Lessons 1 to 13 follow the 13 topic areas of the exam, in order. Where the Licensing Act 2003 has a section on a point, the lesson says which. The practice questions are PHW's own.

The real exam is 40 multiple choice questions in 60 minutes. You need 28 right, which is 70 percent. That is the format at BIIAB, Highfield, LASER and TQUK, four of the organisations that award the exam. The practice test here uses the same numbers.

What a personal licence is

A personal licence is granted by a licensing authority, which is a council, to one person. It lets that person sell alcohol, or authorise the sale of alcohol, under a premises licence. That is section 111 of the Act.

Staff do not need one to work in a pub. The premises needs a designated premises supervisor who holds one, and anyone without one must be authorised to sell by someone who does. Lesson 9 covers that.

The idea is that whoever runs a business that sells alcohol knows the rules. Alcohol carries more responsibility than entertainment or late night food, because of its effect on crime and anti-social behaviour.

How long it lasts

A personal licence has effect indefinitely. There is nothing to renew: the renewal rule ended on 1 April 2015.

It stops if the holder surrenders it, if it is revoked, or if a court forfeits it. It does not have effect while it is suspended. It also stops if the holder ceases to be entitled to work in the UK. Nobody can hold two: a second licence granted to someone who already has one has no effect.

Where this is in the Act: Licensing Act 2003, sections 111, 115, 116 and 118.

A personal licence lets one person sell alcohol or authorise its sale. It lasts until it is surrendered, revoked or forfeited, or the holder loses the right to work in the UK.

Questions

How do I book the real exam?

Step 1: do the revision here. Step 2: find an awarding organisation on the GOV.UK list at gov.uk/government/publications/accredited-personal-licence-qualification-providers. Step 3: ask it for an approved centre near you, or one that runs the exam online, and say you want an exam-only place. Step 4: book a slot and take photographic identification. Step 5: after you pass, apply to your council. The last lesson goes through each step.

Do I still have to sit the real exam?

Yes. The personal licence exam is booked and sat with an approved centre, and this pack is the revision for it. The last lesson explains how to find a centre and book it.

How is the real exam sat?

At BIIAB, Highfield, LASER and TQUK it is 40 multiple choice questions in 60 minutes with a pass mark of 28, which is 70 percent. Many centres run it at home with a remote invigilator watching by webcam, so you need a computer or laptop with a camera and photographic identification.

What does the exam cost?

Each centre sets its own price and prices change. When PHW checked, one centre published £60 with VAT added and another £70, and the second did not say whether VAT was included. The last lesson explains what to check before you book.

What will it cost me all in?

This pack is £22.50 a place, the whole price. The exam is paid to the centre you book with, and a basic criminal record check at £21.50 and the council fee of £37 are paid separately.

What do I get at the end?

A practice result with your score and the lessons to read again. The qualification comes from the real exam.

Can I see how my staff are getting on?

Yes. The order page shows each person on the pack, how many lessons they have done and whether they have reached the pass mark in the practice test.

How long does it take?

The lessons add up to about 56 minutes of reading, plus the practice test. You can stop and carry on later, and every retake draws fresh questions.

Does every member of staff need a personal licence?

No. Staff do not need one to work in a pub. The premises needs a designated premises supervisor who holds one, and anyone without a licence is authorised to sell by a personal licence holder. This pack is for the person who will hold the licence.

Does it cover Scotland and Northern Ireland?

It covers England and Wales. Scotland has its own Act and a licence that lasts 10 years. Northern Ireland licenses the premises and the owner of the business, not an individual.

How will I know I am ready?

Take the practice test. It has 40 questions drawn from the bank with the same 70 percent pass mark as the real exam, and it tells you which lessons to re-read. It cannot promise a result in the real exam.

Can people do it on a phone?

Yes. The lessons and the test are made for a phone screen. A tablet or computer works too.

What if someone loses their link?

They can ask for it again by email on the "Lost my link" page, as long as they gave an email address when they started.
